VICE PRESIDENT OF OPERATIONS & ARCHITECTURE
§ Oversees the daily operations, provide subject matter expertise and provide guidance to direct reports for the Managed
Services division, NOC, Pre-Sales and Network Engineering teams.
§ Forecast and establish metrics for short-term / long-term investments on infrastructure to maximize customer
experience, continuity of service, lower TCO, develop guidelines for vendor evaluation / selection and establish best
practices for deployments; As a result, 25% reduction in OpEx spending is expected for current fiscal year.
§ Developed new lines of businesses that successfully expanded and diversified sources of income for the company.
Taking into consideration global and local market trends and shifting of IT investment from CapEx to OpEx, these
lines of businesses added value to service offering by converting a former ISP into a one stop shop for services such
as collocation, IaaS, FWaaS, ITSP, consulting services and integration services.
§ Designed and deployed private cloud environment as part of new service offering using HP A-Series switches and
IRF technology to achieve Distributed LACP, switch clustering and fast convergence measured at 50 milliseconds.
HP 12500 switches were used at the Core Layer, HP 5800 as Top of Rack / Access Layer switches and HP c7000
Blade Chassis with Virtual Connect. This project kick started the Cloud service offering for the company.
§ Designed and deployed Cloud security solution for Firewall As a Service in multitenant Datacenter using Fortinet
Firewalls. Design consisted of multiple 10Gbps connections to the Datacenter core switches, multiple connections to
the MPLS core and multiple connections to the Internet. Each vDOM included definitions for maximum and
guaranteed resources.
§ Experience selecting and managing relationships with Cisco, HP, Juniper, Fortinet, Microsoft, Checkpoint, Nokia and
Ericsson among others. Experience managing carrier relationships in ILEC / CLEC / ISP environments with AT&T,
Level 3, C&W (Cable and Wireless), Cogent and Claro among others.
§ Established strategy to maximize utilization of resources in a 24x7 Network Operations Center environment using
industry standard methodologies as guidelines to implement change management control, back out procedures,
incident management, SLAs, As-Built documentation, project runbooks and escalation procedures.
§ Successfully trained existing personnel and developed new line of business to offer integration services; as a direct
result, the company achieved Cisco Silver Partner Certification and positioned the company as a leader in the region.
Currently, more than 70% of technical staff is certified in one or more technology areas (prior to this initiative, less
than 10% of technical staff was certified). Portfolio of solutions offered included Collaboration solution using Cisco
line of products (BE6000/BE7000 CUCM, Unity Connections, CCX, IM & Presence, CUxAC, VCS/Expressway,
Telepresence Server and Cisco CMR Hybrid Cloud options), Routing & Switching using products from multiple
vendors (Cisco, Juniper & HP), Security (Cisco and Fortinet) and Datacenter solutions using Cisco and HP products
such as Cisco Nexus 7K/5K and HP 12500/5800 Datacenter switches.
§ Successfully deployed managed services solutions for multiple fast food franchises and retail stores ranging from 100
to 400 locations; solutions included centralized VoIP Telephone Services for Carry Out orders using Cisco UC
(CUCM), ITSP VoIP Solution for PSTN Access, integration of Routing and switching for a locations, Datacenter IaaS
using vCloud Director solutions from VMWare and hosted Firewall solutions using Cisco and Fortinet.
§ Expanded, updated and optimized MPLS Core with over 7000 circuits, more than 60 PEs and 250 backbone locations
(WiMAX, LTE and licensed frequencies for local loops) to maximize performance, reliability and redundancy using
equipment from Tellabs, Cisco (Catalyst 6500, Cisco 7200, Cisco ASR903 & Cisco ASR 9001), Juniper (M & MX
Family), Ceragon (MW) and Axxcelera (WiMAX & LTE); project objectives were to achieve proper interoperability
(LDP Signaling, RSVP Fast Reroute, QoS, BFD, BGP) and prepare the infrastructure to reliably deploy existing and
new services for VoIP, BGP Signaled VPLS in a mixed vendor environment, Layer 2 VPNs, Layer 3 VPNs.
§ Successfully deployed Cisco ACS 5.2 Servers to control administrative access to over 2000 devices using TACACS
and RADIUS for AAA using Windows Active Directory as an Identity Store.
§ Planned and replaced datacenter core for Health Insurance Company with over 1.5 million subscribers. Project
included the replacement of Nortel Passport 8600 ERS and Nortel BayStack switches with Cisco Nexus 7009 with
multiple VDCs as Core switches, Nexus 5500 as distribution switches (Ethernet and SAN Fabric), UCS 6100 Fabric
Interconnects and Nexus 2200 Fabric Extenders.
§ Design and control all aspect of BGP routing policies with upstream providers and BGP peering with customers.
§ Successfully developed complete outsourcing portfolio to provide Pre-Sales, Tier 3 NOC resources and integration
services to large carriers; these offering resulted in becoming the preferred vendor of choice for one of the top 10
largest telecommunications companies in the World (America Movil / Claro - NYSE: AMX).
§ Large scale projects included replacement of legacy PBXs with CUCM Clusters for multiple customers (CUCM,
Unity, IM&P and Unified Attendant Consoles) ranging from 1000 Phones to 6000 Phones in geographically disperse
buildings, design and integration of WAN solutions using Cisco and HP routers, 10Gbps LAN using Cisco Nexus
switches and H3C/HP switches, HP Wi-Fi solution, Datacenters replications for companies specialized in Healthcare
Management, Retail Services and Telecommunications Companies.
§ Ongoing projects include a revision of current Cloud infrastructure to incorporate Microsoft Azure Hybrid Cloud
solutions and a new Hosted/Cloud Collaboration infrastructure based on Cisco Collaboration products. Both of these
services will be added to the current Cloud / ITSP service portfolio and will enhance ability to offer hybrid cloud
solutions.

NETWORK PLANNING & ENGINEERING ARCHITECT
§ Planned and incorporated expansions to Global RFC2547 / RFC4364 based MP-BGP MPLS Core (L3VPN) using
multivendor hardware from Cisco (7600, 7300, 7200 & GSR IOS-XR) and Juniper (M320 & M120). Project included
an update in the CoS offered to MPLS customers (6 QoS classes) and the optimization of current configurations for
survivability, resiliency and fast convergence needed in a Service Provider environment using MPLS, BFD, CBTS
(Class Based Tunnel Selection using MPLS EXP Bit) and MPLS-TE Fast ReRoute.
§ Designed and implemented project to reduce operational cost of a Service Provider class ATM Backbone by replacing
links with an Any Transport over MPLS (AToM) L2VPN solution. MPLS-TE was applied to guarantee availability,
low latency, performance and handling of VoIP traffic generated by Nortel ATM VoIP Gateways.
§ Integrated Broadsoft Broadworks, Acme Packet Session Border Controller and Genband S3 MSX Session Border
Controller solutions to carrier class VoIP platform (Nortel CS2K) in order to provide Class 5 Switch capabilities and
wholesale peering capabilities to current infrastructure.
§ Lead design and implementation of project to maximize capacity of last mile access infrastructure using ADTRAN
OPTI-6100 and OC-12/OC-48 Links. This project represented a reduction of 30% in OPEX for this infrastructure
when compared to a previous deployment consisting of multiple DS3 links for DS0 and DS1 circuit aggregation.
§ Define overall architecture for MPLS, VoIP, ATM, Frame Relay and Internet networks; forecasts operations of
network/service infrastructure taking into consideration elements such as traffic engineering, survivability,
dimensioning, operations and maintenance of the designs.
§ Assess and control operations of all components dependent of Telefonica’s Global IP Backbone (MPLS, ISP, VoIP).
§ Management of budget and operational aspects of Telefonica’s technical infrastructure; analyze and assess current
infrastructure to provide optimum capacity while offering recommendations for future business needs.
§ Develop formal policies, designs and guidelines to ensure the proper behavior of current or future solutions offered to

OUTOURCING IT CONSULTING MANAGER
§ Successfully coordinated and relocated Data Center for local bank with 73 branches and 5 main offices. Project
required virtualization of current server infrastructure and active replication of AS/400 core banking system along
with the design and deployment of DR site with integration of high availability solutions for core applications.
§ Lead and serve as liaison for transition management between Global Outsourcing customers and Telefonica. Served as
consultant to multiple Outsourcing clients to improve performance of IT operations, primarily by thorough analysis of
existing business problems, processes and development of plans.
§ Assessed Outsourcing opportunities for global and top local enterprise; Lead Outsourcing Proposal process.
§ Pre-Sales engineering for Value Added Services – IT Services – Outsourcing.
§ Manage and lead technical and operational aspects associated to outsourcing projects in order to provide a seamless

SENIOR IP NETWORK ENGINEER
§ Integrated networking and VoIP solutions for local and international customers using protocols such as BGP or OSPF
for routing along with H.323 or SIP for PSTN Access and interoffice communications. Average customer design
included deployments in excess of 50 sites using solutions from Cisco, Nortel and Mitel among others.
§ Management of technical aspects for projects involving global accounts and local enterprise accounts; projects
consists of solutions for current and future customers using technologies such as Frame Relay, ATM, Internet, Voice
over IP (VoIP), Multiprotocol Label Switching (MPLS) and Virtual Private Networks (VPNs).
§ Lead implementations of VoIP solutions for customers requiring PSTN Access using equipments from vendors such

§ Designed and implemented Microsoft Windows 2003 AD and Microsoft ISA Server Array for approximately 2500
users in FirstBank sites in the Puerto Rico / Virgin Islands main offices and branches as well as offices in Florida.
§ The Windows 2003 project replaced an NT 4 Server based network, which consisted of 70 Domain Controllers, 250
Servers and approximately 2500 users. The areas covered by the scope of the Windows 2003 project involved the
design and implementation of DNS, WINS, DHCP, RAS, IAS, SUS, Domain security, organizational units,
replication, print servers, ISA Arrays, content filtering using Websense and ISA Internet access policies.
§ Supervised and lead work force of 16 people during the course of the Windows 2003 project.
§ Designed and implemented backup system for all servers within the organization using HP Data Protector, an OSPF
Network consisting of 100 routers and 200 circuits, Business Continuity Plans for Human Resources payroll system,
Proof & Transit department, International Branch department and for all bank branches.
§ Designed and implemented VPN Site to Site for all branches as a backup for Frame Relay allowing for fast and clear
switching between the production and the disaster recovery site as part of the business continuity plan.
